OHCHR OISL (2015) documented patterns consistent with war crimes, crimes against humanity and gross human-rights violations. OISL is an investigation, not a court verdict.

UN Panel of Experts findings

The 2011 UN Panel of Experts found credible allegations of serious violations of IHL and IHRL by both Sri Lankan government forces and the LTTE in the final stages. The Panel did not produce a verdict and did not name individuals.
